Invitation to Tender

The Nigerian Geological Survey Agency intends to undertake the execution of the under-listed capital projects under the 2016 Budget of the Agency. To this end, competent Suppliers end Contractors are hereby invited to tender for the projects as follows:

2. TENDER REQUIREMENTS:

Prospective bidders are required to submit the following documents:

(i.)        Certificate of incorporation with Corporate Affairs Commission (CAC).

(ii.)       Current compliance certificate with PENCOM

(iii.)      Evidence of Tax Clearance Certificate for the last three (3) years (2013, 2014 & 2015) corresponding with declared turnover.

(iv.)      Evidence of VAT Registration with TIN Number.

(v.)       Certificate of Compliance with industrial Training Funds (ITF).

(vi.)      Evidence of Registration in the database of Federal Contractors/BPP.

(vii.)     Company audited accounts for the last three years (2013, 2014 & 2015) showing annual turnover.

(viii.)    Verifiable evidence of similar jobs successfully executed (award letter and job completion).

(ix.)      Evidence of Financial capability to execute the project (Bank Guarantees from reputable Banks).

(x.)       Evidence of payment of a non-refundable tender fee of ₦10,000.00.

(xi.)      A sworn affidavit confirming that all the information presented and attached are true and correct of the company

3. COLLECTION OF TENDER DOCUMENTS:

Tender/Bidding documents art obtainable from the office of the Procurement Unit first floor on the presentation of a copy of original receipt of the non-refundable tender fee of ₦10,000.00 (Ten thousand naira); only through the bank (REMITA) payable to the Nigerian Geological Survey Agency to each lot.

4. SUBMISSION AND OPENING OF TENDER DOCUMENTS

Completed Technical and Financial proposal (with two extra set of hard copy) shall be submitted in two different sealed envelopes and labelled ‘Technical proposal’ and ‘Financial proposal’ and both envelops enclosed in one large envelop. All the 3nos envelopes should bear the company name at the reverse side and the ‘project name’ at the Top Right Hand Corner of the Envelope and Addressed to:

(1.0)         Introduction

The Federal Ministry of Power, Works and Housing (Works Sector). In furtherance of its statutory mandate, intends to implement some capital projects under various works and services in line with the budget for the Financial Year 2016 and in accordance with the Public Procurement Act, 2007.

The Ministry therefore invites interested competent Construction Companies, Civil Engineering Firms, etc. to submit prequalification documents for the projects.

The Ministry also invites interested competent Companies to submit Technical and Financial tender for the Electrical Street Lights and some capital projects under various works and services.

These works which consist of Construction, Rehabilitation, Electrical Street Lights and various other projects with their locations and scope are listed below:-

(2.0) Scopes of Works and Services

The scopes of works to be carried out include the following:

(A)   HIGHWAY PROJECTS: CONSTRUCTION/REHABILITATION

The Highway project for construction/rehabilitation is listed under Categories A as shown in the table below. Bidders are requested to Submit bids for Category A based on understanding of the Specific Requirements of the category, as stated in this publication and a realistic self-assessment of the Bidder’s capacity

(3.0)  MANDATORY REQUIREMENTS

(a)     Evidence of registration with Corporate Affairs Commission (CAC);

(b)     Evidence of Tax Clearance Certificate (TCC) for the last three (3) years ending in December 2015.

(c)      Evidence of VAT Registration;

(d)     Evidence of Certificate of Compliance by National Pension Commission (PENCOM):

(e)      Evidence of Certificate of Compliance by Industrial Training Fund in line with the provisions of ITF Act, 2011

(f)      Evidence of registration (IRR) with Bureau of Public Procurement (Interim Registration Report) for the categorization and classification in the BPP website, as provided in pan I section 5(h) of PPA 2007

(b)     A sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both genuine and up to date:

(c)      A sworn affidavit disclosing whether or not any officer of FMW or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular;

(d)     A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months:

(e)      Evidence of particulars of Directors:

(4.0) SPECIFIC REQUIREMENTS:

(i)      For Construction/Rehabilitation of Road Projects:

CATEGORY A;

(a)     Annual Turnover

Bidders must have an annual turnover of at least ten (10) billion naira (as stated in a verifiable tax clearance certificate) in the last three (3) years ending in December 2015. 

(b)     Bidders’ Experience

Bidder must be a prime contractor on at least two (2) project of similar nature, magnitude and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/certificates of completion to be attached):

(c)      Plant and Equipment

Verifiable evidence that the Bidders have the requisite plants and equipment to execute a project of the nature and complexity including Asphalt and quarry Plants in the geopolitical zone of the project bidded for

(d)     Financial Capacity

Evidence of access to or availability of credit facilities, confirmed by a reputable bank, equivalent of five hundred (500) million Naira minimum amount of Liquid Assets net of other contractual commitments of the successful bidder shall be required; and

(e)      Manpower

Company profiles with CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies e.g. COREN, ARCON, CORBON and QSRBN.

(ii)     CATEGORY B:

(a)     Annual Turnover

Annual Turnover of Not less than two (2) billion Naira (as stated in a verifiable tax clearance certificate) in the last three (3) years;

(b)     Bidders’ Experience

Experience as a prime contractor on at least one (1) project of similar nature and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/certificates of completion to be attached);

(c)      Plant and Equipment

Evidence that the Bidders have the requisite plants and equipment to execute a project of this nature and complexity;

(d)     Financial Capacity

Evidence of access to or availability of credit facilities, certified by the bankers, equivalent of one Hundred (100) million Naira minimum amount of Liquid Assets net of other contractual commitments of the successful bidder shall be required;

(e)      Manpower

Company profiles with CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory

professional bodies e.g. COREN, ARGON, CORBON, QSRBN).

(f)      Maximum number of Lots

Bidders must restrict their submission of bids to a maximum of two (2) lots located in a geopolitical zone where they are already mobilized.

(iii)    For Installation/Rehabilitation of Street Lights:  

(a)     Annual Turnover

Annual Turnover of Not less than Ten Million Naira (N10,000,000.00) (as stated in a verifiable Tax clearance certificate) in the last three (3) years ending December 2015:

(b)     Bidders’ Experience

Bidder must be a prime contractor on at least one (i) protect of similar nature, magnitude and complexity comparable to the works under consideration within the Last five (5) years (copies of letters of award /certificates of completion to be attached;

(c)      Financial Capacity

Evidence of access to or availability of credit facilities, confirmed by a reputable bank 

(d)     Manpower

Company profiles with CVs of Key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies e.g. COREN and NSE as well as:

(i)      Evidence of current PHCN Electrical Contractor Certificate/Permit; OR

 (6.0)  Method of Submission:

(i)      Prequalification documents for Construction and Rehabilitation of Road (Category A, B & OTHER PROJECTS) must be submitted on or before 12 noon Monday, 11th July, 2016; and

(ii)     Submission of documents for Electrical Street Lights and Various Works and Services is to be done in two separate envelopes clearly marked at the top left corner as “Technical Bid for: Street light, Various Works and Services or other projects” projects and as “Financial Bid for: Street light, Various Works and Services or other projects” with the company’s name at the bottom left corner for easy identification. (7.0)  Opening of Bids:

(b)       Monday 11 July, 2016 for Construction and Rehabilitation of Road (CATEGORY A, B & OTHER PROJECTS)

The opening will commence by 12 noon immediately after closing of submissions on Monday 11thJuly, 2016 at the Ministry’s Conference Room:

(ii)     ONLY technically shortlisted bidders will be invited to witness the opening of the financial bids and

(iii)    Companies or their representation, Civil Societies, NGOs, Professional Bodies and members of the general public are invited to witness the bids opening exercise through this medium

8.0     Additional Information:

Please note that

(i)      The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;

(ii)        Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply;

(iii)    This advertisement shall not entitle technically shortlisted companies to make any claims whatsoever, and/or seek any indemnity from the Ministry by virtue of such companies having been technically shortlisted;

(iv)    The Ministry reserves the right to reject any and/or all technically shortlisted Bidders at its sole discretion and at no costs whatsoever;

(v)       All costs incurred in responding to this advert and being shortlisted for the projects shall be borne solely by the Bidders;

(vi)      Submissions must be accompanied with a sworn affidavit indicating that all documents submitted are genuine and verifiable;

(vii)   Two (2) hard copies and one (1) soft copy of profiles and financial bids are to be submitted;

(ii)     Technical Qualifications of key personnel (Curriculum Vitae of individual staff who will be assigned to the required services including qualifications, individual experience in handling assignments and attestation available);

(iii)    Evidence of Financial Capability to execute the Projects (Bank Support);

(iv)    Verifiable evidence (Photocopies of letters of awards and completion certificates and interim performance certificates for on-going projects are subject to verification) of previous experience in similar jobs, at least three (3) in the last five years;

(v)     Annual Audited Account for the last three (3) years (2013, 2014 and 2015);

(vi)    Evidence of Registration with Relevant Professional Bodies;

(vii)   Name, e-mail address and telephone numbers of contact person for the project;

(viii) Affidavit of disclosure that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is not in receivership of any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company has been convicted of financial crime; and

(ix)    Any other information that will further enhance the qualification of the company.

(3.0)  COLLECTION OF TENDER DOCUMENTS;

(1)    This invitation follows the General Procurement Notice (GPN) for this project that appeared in UNDB online, Issue No. AfDB 752-11-14 of 11th November, 2014 and on the World Bank External Website.

(2)    The Federal Government of Nigeria on behalf of Government of Rivers State of Nigeria has applied for financing from the World Bank toward the cost of the Third Urban Water Sector Reform and Port Harcourt Water Supply and Sanitation Project, and intends to apply part of the proceeds for consulting services.

(A)    INTRODUCTION

The Federal Government of Nigeria has received financing from the World Bank, Global Environment Facility (GEF), Special Climate Change Fund in addition to its own Fund towards the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the proceeds for consulting services. The NEWMAP is an eight (8) year multi-sector and multi-scale programme with the objective to rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted States with acute gully erosion. Currently these states include: Anambra, Abia, Cross River, Edo, Enugu, Ebonyi, and Imo. However, seven additional States have recently joined the Project and these include: Kano, Kogi, Plateau, Sokoto, Delta, Gombe and Oyo.

The Imo State – Nigeria Erosion and Watershed Management Project (IMS-NEWMAP) being one of the States participating in the implementation of the Project intends to use part of the proceeds of this credit for GIS- based Mapping of Erosion and Flood Sites in Imo State and now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

(B)     OBJECTIVE OF THE SERVICES

The Objective of the Consulting Services is to provide a Geographic Information System (GIS) – based map of gully erosion, flood sites and land use/land cover classification within Imo State. This will among others provide information on the status of gully erosion sites and land resources for effective management and monitoring of all erosion sites in Imo State. The duration of the assignment is Six (6) weeks

(C)    SPECIFIC TASK OF THE CONSULTANT

The Consultancy Firm for the GIS- based Mapping of Erosion and Flood Sites in Imo State will perform the following task:

(1)     Identification of the sites affected by flood and erosion in the state through proper ground ‘trothing’ and field completion.

(2)     Acquisition of spatially referenced data of both primary sources (such as attributes of selected sites, comprising of soil types, vegetation types, land cover types and geo-ecological characteristics of the area.

(3)     Acquisition of spatial data of secondary origin, such as topographic sheets and satellite images and other records.

(4)     Development of spatial database that can be updated from time to time and subsequently, build a GIS for erosion and flood (Erosion and Flood Information systems – (EROFLIS) from the acquired primary and secondary data arising in (1) to (3) above.

(5)     Conduct series of spatial analyses and modelling to produce map documents that can guide key policy and management decision making.

(6)     Derivation of geo-database on the priority erosion and flood sites in the state

(7)     Identification and delineation of major and minor watersheds in the state

(8)     Identification of other potential areas prone to gully erosion and flooding in the state and the classification of the degree of vulnerability/risk potentials.

(9)     Identification of the mechanisms and processes driving erosion and flood development in the state.

(10)   Produce maps that are easy to read.

(11)   Proffer best management practices that could mitigate the current problems and prevent future erosion and flood hazards in the state.

 (D)    ELIGIBILITY

To be eligible, interested firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

(i)      Evidence showing the fields of specialty of the firm (consultant’s profile/brochures).

(ii)     Evidence showing that the firm is a legal entity (Certificate of Registration).

(iii)     Evidence of registration with relevant authorities and professional bodies.

(iv)    Evidence showing the technical and managerial capabilities of the firm in the field of assignment.

(v)     General Experience of the Firm(s) in Consulting Services relating to GIS based mapping during the last 5 years.

(vi)    Experience of working in a similar geographical region.

(vii)   Description of similar assignments.

(viii)  Availability of appropriate skills among staff, and availability of essential technology etc. For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

(2.0)  The Pre-qualification Requirements:

Interested companies will first be pre-qualified for various categories of Supply & Installation of Medical Equipment/Instrument based on satisfaction with adequate evidence and the following minimum qualification criteria:

(i)      Evidence of experience as a prime contractor on at least one project of similar nature and complexity within the last five years, stating client cost with completion certificates and photographs attached;

(ii)     Have a project manager of between 7-11 years experiences of equivalent nature and volume;

(iii)    Organizational structure with names of key personnel involved in project implementation stating qualifications and professorial registration where applicable (enclose photocopies of professional certificates);

(iv)    Evidence of incorporation of business name registration;

(v)     Evidence of Tax Clearance certificate for the last three years;

(vi)    Annual Turnover and audited statement of account of the company for the last three years (2012 -2015);

(vii)   Evidence of Financial capacity and Bank guarantee from reputable bank;

(viii)  Technical competence; qualification and experience of key personnel, professional affiliation and equipment & technology capacity;

(ix)    Evidence of similar project executed;

(x)     VAT registration and evidence of past VAT remittances.

(xi)    Tax Identification Number (TIN);

(xii)   Evidence of employees Open Retirement Savings Accounts (RSA) with a pension fund administration of choice to indigenous companies;

(xiii)  Evidence of settlement of PAYE and other withholding taxes due to the State;

(xiv)  Evidence of Registration with Kano State Works Registration Board;

Only companies that are adjudged successful in the pre-qualification exercise shall be invited to collect tender documents upon payment of non-refundable fee.

(3.0) Submission:

Application for expression of interest accompanied by the above listed documents should be forwarded in appropriately sealed envelopes boldly marked at the Top left corner expression of interest (pre-qualification for the selected lot to: the secretary; special ministerial tenders board SMOH (HQ), Post Office Road, Kano.

(4.0) In order to bid, a complete set of bidding documents has to be purchased by interested bidders before the closing date (Monday 18th April, 2016) upon payment of non-refundable fee of Thirty thousand naira (N30,000.00) payable to the Account Section of the Ministry.

(5.0)  Opening of Pre-qualification Documents

The pre-qualification exercise is open to firms and Joint Ventures duty registered to operate in Nigeria. Only firms and joint ventures whose pre-qualification documents fulfill the minimum requirements during the bid will be invited to collect tender documents and participate in the tendering exercise.

The Minimum Requirements are;

(i)      VAT registration & evidence of past VAT remittances Local resource utilization

(ii)     Evidence of employees open Retirement Savings Accounts (RSA)

(iii)    Evidence of remittance of both employer and employees pension contribution to the appropriate pension fund custodian

(vi)    Company’s Audited Accounts for the last three years

(v)     Evidence of Tax Clearance certificate for the last three years

(vi)    Annual Turnover and Evidence of appropriate annual turnover

Please note that all submissions with supporting documents in respect of the requirement should be submitted in one original plus 2No soft copies on or before 12.00 noon Monday 25th April, 2016,while the opening exercise will take place at the Conference Hall of the SMOH at the same day by 3:00pm

Failure to comply with the above stated documents may automatically result in disqualification.
